In deciding on whether to implement network management practices to alleviate congestion, Thumb Cellular does not inspect network traffic for content. If congestion occurs, all users (and all users' traffic) would be subject to the network management practices – regardless of content. Further, Thumb Cellular does not store its end users' traffic information or provide it to third parties.
